Number' 50-263/84-22 (DRSS), the following is offered:

Response to Items of Non-Compliance 10 CFR 50.54(q) states in part that a licensee authorized to operate a nuclear power reactor shall follow and maintain in effect emergency plans which meet the standards of 10 CFR 50.47(b) to this part and the require-ments of Appendix E to this part. Section 8.1 of the Monticello Nuclear Generating Plant Emergency Plan states in part that specialized training of plant and support personnel necessary to achieve and maintain an acceptable level of emergency preparedness is covered in the Corporate Nuclear Emergency Plan. Section 10.3 of the Corporate Nuclear Emergency Plan states in part that training was presented initially when all plans and procedures were finalized, and re-training will be conducted annually in accordance with the Emergency Plan Supplemental Procedures and the Emergency Plan Training Program. This section further states that emer-gency response personnel will be trained for those who occupy the position of Directors or Coordinators of the Emergency Response Organizations.

Contrary to the above, four Emergency Director designees have not received the annual emergency preparedness training during calendar years 1983 or 1984, through September.

This is a Severity Level IV violation (Supplement VIII).

Corrective Actions taken and results achieved An Emergency Plan training schedule was transmitted to the Monticello Plant Manager on September 10, 1984.

Included in this schedule was TSC team training. The Lesson Plan used was M 7405 L - 004. The Enabling Objectives of this Lesson Plan are:

"The TSC ERO team members should be able to:

Startup, Operate, and Shutdown the TSC b..~ Perform Technical Assessment c.

Perform Radiological Assessment d.

Conduct appropriate Notifications e.

Recommend appropriate Protective Action Recommendations f.

Classify an Emergency condition using a.2-101."

The training was scheduled and conducted on October 12th,15th, and 26th. Based on the attendance of this training, nine (9) of nine (9)

Directors attended training in 1984.

Actions taken to avoid further Non-Compliance a.

During the first quarter of 1985, a training schedule will be issued identifying, the required training and those personnel who must participate in Emergency Plan training for 1985.

The Monticello Emergency Plan Implementing Procedure.A.2-001

" Emergency Organization" will be used as the basis for person-

- nel selection and assignment to the training.

b.

A Monticello Emergency Plan Quarterly Report will be issued identifying the training completed during the quarter and those personnel attending the required training.

Personnel who are considered not in compliance with the required training, would also be listed. The Training Department will actively participate with plant management to ensure all personnel are in compliance with the requirements.
