REFERENCE:

DLC letter 2NRC-5-052, dated March 27, 1985 Gentlemen:

This letter is to provide additional information regarding the Fourth Steam Generator Level Channel backfit issue.

On April 1, 1985, the BV-2 Regulatory Affairs Department learned that Mr. F. Burrows (NRR) had requested, through the NRC Senior Resident Inspector for BV-1, that several excess feedwater simulations be conducted on the BV-1 training simulator. The transients were conducted April 2 and April 3,1985.

Due to the timing of the NRC request, DLC requested that the NRC postpone the GNLR 84-08 appeal meeting which had been scheduled for April 4,1985.

During the DLC evaluation of the BV-1 eve nt (prior to submittal of the above reference), two simulations had been conducted on the BV-1 simula-tor.

During that evaluation, DLC had concluded that due to the training rather than engineering design of the simulator no meaningful inferences could be drawn from the simulator results.

On April 2,1985, DLC decided to re-evaluate the validity of the training simulator trans ient s.

Further evaluation of the simulator included plotting a simulator re-creation of the BV-1 event against actual plant data.

The simulator response paralleled the actual ev e nt, except that the magnitude of the simulated pressure decrease was only one-third the pressure decrease in the actual event.

Although the simulator meets design requirements fora training simulato r, the smalle r -

than-actual rate and magnitude of the pressure decrease are significant for excess feedwater events.

Thus, the training simulator is not an engineering simulator and cannot be considered adequate for an engineering evaluation of excess feedwater events.
