.. Recent teIephone conversations with Mr. B.' Siege,1 of your office indicate the need to revise the environmental monitoring' language in Subsection 3E(1) of.the Construction Permit CPPR-137.

As you may recall, Illinois Power requested on August 31, 1981, in

letter U-0286 an extension of the Construction Permit and the N

modifications'of certain provisions in Section 3E of the construction

_ permit. These two requests were separated by letter U-0445; dated March

29, 1982, and.the requested extension was granted on June 7, 1982,'(47-

. W Fed.: Reg. 28185, June 29, 1982).

q By letter _U-0728, dated August 22, 1984, Illinois Power requested another extension and action on the previously requested modifications to Section 3E of the Construction Permit. Within letter U-0747, October

,,30, 1984, Illinois Power sought clarifying language in Sub-Section 3E(3)

"to address the environmental thermal discharge requirements.

t In regard to the Sub-Section 3E(1) language change, Illinois Power requests.that the wording be~ general enough to reflect the intent stated g

within the Environmental Report-(Construction Permit Stage)' issued in

.1973 and the Environmental Report (Operating License Stage) issued in-1979 and their-supplements.- Illinois Power requested approval of

proposed. changes to the Clinton Power Station environmental monitoring program which were outlined in Sub-Section 6.1.6 of the Environmental Report-(Operating License Stage) in letter U-0128 dated March 13, 1980.

The proposed modifications were approved by.the NRC on April 30, 1980.

The telephone conversations with Mr. Siegel on November 7 and 8

covered the details of the language changes; therefore, we suggest that it be worded as follows:

with label' directions) of 'the Final-Environmental Statement (FES).
