- 1. During the six (6) month period ending December 31,1995 Northem States Power i
Company conducted (817) drug and alcohol tests in accordance with 10 CFR Part 26.
i NSP workers subject to random drug and alcohol testing are each assigned to one j
of three pools: Prairie Island, Monticello, and General Office. Random test rates for each pool are as follows:

For the reporting period ending December 31,1995 five (5) workers tested positive for drugs or alcohol and were immediately denied unescorted access to NSP Nuclear Plants.
Three licensee workers having tested positive for marijuana (THC) on pre-access drug tests were immediately denied access to NSP nuclear facilities for a minimum of one (1) year.
One (1) contractor worker tested positive for both marijuana and methaphetamines on a pre-access drug test and was immediately denied access authorization.
One (1) licensee worker having tested positive for marijuana (THC) on a random drug test was retumed to duty after NSP obtained management and medical assurance of fitness for duty, and the worker met NSP access authorization requirements. This same individual subsequently tested positive for marijuana (THC) on a follow-up drug test and was immediately denied access authorization to nuclear generation activities for a minimum of three (3) years por 10 CFR 26 and NSP's corporate drug and alcohol policy.
- 2. For the semi-annual period referenced herein all blind specimens submitted to NSP's HHS-certified laboratory yielded expected results.
- 3. NSP has analyzed program performance data for the six (6) month period ending December 31,1995 and has revised existing FFD procedures to incorporate enhancements as indicated by the analysis.

NSP continues to test for marijuana metabolites using an initial cutoff level of (50 ng/ml)). This change was initiated on September 1,1994 and communicated to the NRC by letter dated September 22,1994.
NSP performed (817) drug tests under the lower initial cut-off level for Marijuana as referenced above. Of six (6) Marijuana positives during this reporting period, one (1) positive was less than 100ng/mi but greater than 50ng/ml. The remaining five (5) positive results tested at greater than 100ng/ml.
Reoortable Events NSP had two (2) reportable fitness for duty related events as defined in 10 CFR Part 26.73 (a) during this reporting period. The first event occurred on 11-08-95 and involved a licensed nuclear plant operator who tested positive for Marijuana on a random test. The event was reported to the NRC on 11-09 95.
The second event occurred on 12-21-95 and involved the same licensed nuclear plant operator who tested positive for marijuana on a follow-up drug test after having been retumed to duty. The event was reported to the NRC on 12-21-95.
This individual was terminated by NSP effective 12-26-95 and denied access authorization to NSP nuclear generation activities for a minimum of three (3) years.
