This function may be delegated as follows: During any absence of the Watch Engineer from the control room while the unit is in OPERATIONAL CONDITION 1, f

2 or 3 an individual (other than the Shift Technical Advisor) with

a valid Senior Reactor Operator license shall be designated to assume the control room command function. During any absence of the Watch Engineer from the control roor. while the unit is in OPERATIONAL CONDITION 4 or 5, an individual with a valid Senior Reactor Operator license or Reactor Operator license shall be designated to assume the control room command function.

8.1.3 Efforts by any member of the plant staff to direct activities which affect the safe operations of the plant shall be accosiplished through the Watch Engineer.

8.1.4 The Watch Engineer should not be relieved of the control room

. command function until the plant is placed in a safe and/or stable condition. The only individuals who say relieve the Watch Engineer under any circumstances is someone in possession of a current senior reactor operator's license and after an adequate turnover has been accomplished.

4 8.2 Authorization for Entrv 8.2.1 No persons, except those whose normally assigned functions or specific assignments that require access, shall enter the Control j

Roor without prior approval of the person with the control room command function.

8.2.2 The person performing the control room command function shall have the authority and responsibility to limit access to the Control Room as required to ensure that a professional atmosphere is always maintained. The number of personnel in the control room at any one time shall not hinder the safe operation of the plant. Efforts by other individuals tc limit access shall be accomplished through the Os Watch Engineer or the person in possession of the control room command function.

the controls should not under any circumstances leave this area for any non emergency reason (e.g. to confer with others or for personal reasons) without obtaining a qualified relief operator at the controls.

In the event of an emergency affecting the safety of operations, the operator at the controls may momentarily be absent from this area in order to verify the receipt of an annunciator alarm or initiate corrective action, provided he remains within the confines of the control room.

8.2.3.1 The person perforr.ing the control room command function shall also be within the physical confines of the control

room and within sight or audible range of the operator at the controls or in audible range of the control room annunciators.

A designated Control Room Operations area shall be identified.

8.2.4 Obtaining the permission of the control room operator is required before e~ntering this area.

8.2.6 Personnel on duty shall take care not to interfere with requirements of the Operators in maintaining safe operation in the Control Room areas.

8.3 visitors 8.3.1 Visitors shall enter the Control Room only if accompanied by an escort with prior approval.

8.4 Operations Outside Control Room 8.4.1 The operations of the station is regulated from the Control Room.

There shall be no manipulation of valves, controls, or instrumenterion pertaining to reactor operation or station safety without first notifying the Control Room of the condition and receiving approval. If an emergency condition exists, the individual cay t ke recedial action and then notify the control Room of his action.

l 8.5 Conduct of Persencel in the Control Room S.5.1 All on-duty personnel shall be aware of and res'ponsible for plant status at all times. This includes supervisors being responsible for the performance of all personnel assigned to their shift regardless of specialty affiliation. Knowledge of the plant's status shall be assured during shift changes by a formal watch turnover and relief in accordance with reference 11.2.

I 8.5.2 Operating and all other personnel shall adhere to rules and regulations pertaining to good conduct in the Control Room. Good conduct shall mean, but not limited to hold noise levels to a l

minimum, maintaining a conscientious work attitude, following instructions closely, demonstrating the ability to cooperate with supervisors and subordinates and refraining from potentially distracting activities such as games, hobbies, TV, non-job related reading and horseplay.

8.5.3 operating personnel shall remain alert at all times. Personnel should be within their immediate area of responsibility until properly relieved, being particularly attentive to the f

instrumentation and controls located within these areas. Operators should refrain from taking food or drink to control consoles.

8.5.4 Loose objects should be restricted from the control panels.

8.5.5 Personnel shall not loiter in the Control Room'and shall leave the Control Room area when directed by the individual with the control room command function.

This includes activities associated with the use of special eating and training facilities for on-shift personnel.

8.5.7 All personnel should contribute to the implementation and maintenance of good housekeeping activities in the Control Room.

The Control Room shall be kept in a clean and orderly condition.

CAUTION 1.

Care should be taken when rewiring or inserting bulbs, so as not to cause inadvertent grounding with the body of the bulb.

2.

Care should be taken when relacping backlit switches to insure that inadvertent operations are not activated by excessive pressure being applied to the switch.

8.5.8 Relamping of alarm windows and indicating lights should be perforced on a priority basis to insure visual indications are, or have the capability of, lighting.

S.6 Manipulation of Controls 8.6.1 During reactor operation, the reactor controls shall be manipulated by licensed reactor operators.

8.6.2 Individuals in training for licensing shall manipulate reactor controls only when authorized by the Watch Engineer and under the l

direction of a licensed reactor operator.

8.6.3 Station operators shall be responsible for responsible to I

instrument indications until they are shown to be incorrect.

8.7 Crew Coer.unicatien 8.7.1 Personnel shall not use a portable radio to transmit a signal or 1

message while they are located within the Control Room, l

8.7.2 When receiving instructions to perform a specific task, i.e.,

"close the CRD Pump A discharge valve", field operators should repeat the instruction back to insure that the instruction has been h

properly understood.

8.7.3 The transmitter of the instruction should require that the person l

performing the operation report back, in the same terms as the original instruction that the operation has been completed.

8.7.4 Proper equipment terminology shall be used when trpnemitting instructions. This should include system designation and unique number when applicable.

8.8 Conduct of Personnel Durina Abnormal Plant Conditions O

The first licensed Control Room Operator (WSO/E450) to panel 603 8.8.1 has the responsibility to take the immediate actions necessary for Reactor safety (i.e. Reactor Scram followup vessel level and pressure control. ECCS initiation). His primary concern is to keep the core covered. He shall ensure that prescribed Automatic Actions take place or initiate these actions manually.

8.8.2 The second licensed operator in the Control Room will announce the casualty over the PA system and assist the WSO/EASO in performing the immediate and subsequent actions. His primary concern is to insure that an adequate heat sink is available to rer.ove reactor decay heat. He will be responsible for verifying AC power availability and will be responsible for the safe shutdown of the Main Turbine and the balance of plant systems.
