This e-mail serves to transmit a request for information to support an in-office inspection of recent RBS Emergency Plan/Emergency Action Level changes, submitted to the NRC in January and March 2020.

Specifically, the inspection will focus on RBS EPlan Revision 45 (ADAMS Accession No. ML20014D343),

and procedure EIP-2-001, Classifications, Revision 28 (ADAMS Accession No. ML20079J095).

Additionally, in reviewing previous NRC inspections of Emergency Plan/EAL changes associated with River Bend, we determined that we had not completed the review of EPlan Revision 44 (received by the NRC on 6/5/2019, ADAMS Accession No. ML19156A161). We also determined that EPlan Revision 43 does not appear to have been reviewed/inspected; however, we have been unable to identify if Revision 43 was received by the NRC.

The NRC intends to complete an inspection of the aforementioned Emergency Plan and EAL procedures changes (Plan Revision 43, 44, and 45; and EIP-2-001 Rev 28) in accordance with NRC Inspection Procedure 71114.04, EMERGENCY ACTION LEVEL AND EMERGENCY PLAN CHANGES, as an in-office inspection during the 2nd Quarter 2020.

In accomplishing this inspection, we determined that additional information is required relative to the changes and processes used by the station in affecting the changes. Details of the requested materials are included in the attachment to this e-mail. As noted in the attached, due to the ongoing Public Health Emergency, if possible, please make the requested materials available to me in electronic format using the online document portal of the stations choice, by COB on Wednesday, April 15, 2020. If you are unable to complete the request by this date, please contact me at the phone number listed below to discuss alternative options.

This letter/e-mail does not contain new or amended information collection requirements subject to the Paperwork Reduction Act of 1995 (44 U.S.C. 3501 et seq.). Request for Information for In-Office Inspection of EAL and Emergency Plan Changes Docket 05000498 (River Bend Station); Inspection Report 2020002 Inspection Procedure 71114.04 Relative to two recent transmittals of Emergency Plan and Classification procedure revisions submitted to the NRC (ADAMS Accession Nos. ML20014D343 and ML20079J095), and other Emergency Plan changes submitted to the NRC in 2019 (ADAMS Accession No. ML19156A161) please provide the following documents in support of an in-office inspection of those changes.

NOTE: The copies of RBS Emergency Plan Revisions 44 and 45, and procedure EIP-2-001 Revision 28, submitted to and available in the NRCs ADAMS document system appear to have included all Process Applicability and 10 CFR 50.54(q) screening and evaluation forms for those changes. Therefore, we are not requesting additional copies of those Plan/Procedure revisions nor the associated screens/evaluations.

1. Complete copy of RBS Emergency Plan, Revision 43, as issued on its effective date.
2. Any evidence to demonstrate that RBS Emergency Plan, Revision 43, was submitted to the NRC within 30 days of the revision going into effect, in accordance with 10 CFR 50.54(q)(5) and 10 CFR 50.4. (A complete search of the NRCs ADAMS document system from January 1, 2016, to present, did not reveal that a copy of this Revision had been received by the NRC.)
3. Any/all change process applicability screens, 10 CFR 50.54(q) screens, and 10 CFR 50.54(q) evaluations completed for RBS Emergency Plan, Revision 43.
4. Copy of the current revision of the River Bend/Entergy procedure(s) used to complete change process applicability screenings (e.g., EN-LI-100) and 10 CFR 50.54(q) screens and evaluations (e.g., EN-EP-305). (If prior versions of the requested procedures were used to process the screens/evaluations requested in RFI Item 1, or the aforementioned Emergency Plan/Procedures discussed in the NOTE above, please provide the prior versions of the procedures as well.)
5. If any corrective action documents are generated as a result of your review and search in response to RFI Item 2, please provide copies those CAP documents as well.
