Enclosure 2 USED FUEL STORAGE AND TRANSPORTATION ISSUE RESOLUTION PLAN Issue Number: I-20-04 Performance Margins Recommendations: V-1, V-2 (Cat 3)

Title:
Revise regulatory guidance to reflect application of realistic dose rates and modeling of dose rates that recognize accumulated experience from loaded dry storage systems.
I.
Summary of Resolution Plan Industry and NRC will interact in public meetings and workshops as well as through letters to achieve the following:
Revise guidance in Section 6.4 of NUREG-1536 to:
- 1. Request typical/realistic/representative instead of bounding dose rates, consistent with the reduced safety significance of shared actual results;
- 2. Remove or appropriately modify the discussion that implies that the dose and dose rates provided in the FSAR demonstrate that the design is sufficient to meet the regulatory dose requirements.
Revise guidance in Chapter 6 of the proposed NUREG-2215 with respect to details of modeling of the dose rate evaluations to reflect the experiences of over 3,000 loaded dry storage systems.
II.

- 5. NRC implements changes to the subject NUREGs NRC December 31, 2020
- 6. NRC provides letter to NEI affirming closure of RIRP I-20-04 NRC December 31, 2020
