Docket No. 50-278 PHILADELPHIA ELECTRIC COMPANY AMENDMENT TO JANUARY 7, 1985 APPLICATION FOR AMENDMENT OF FACILITY OPERATING LICENSE DPR-56 On January 7, 1985, Philadelphia Electric Company, Licensee under Facility Operating License DPR-56 for Peach Bottom Unit 3, filed an Application for Amendment of the License which requested that the Technical Specifications contained in Appendix A of t'e Operating License be amended by making certain changes to identify the MAPLHGR limits for all fuel bundle types to be -

l used for Unit 3, Cycle 7 operation.

Thh Appliention of January 7, 1985 was for tha replacement of 260 fuel bundles in an outage commencing in

February 1985. Because of refueling schedule changes, 284 fuel bundles are to be replaced in an outage commencing May 1985.

These changes require an amendment to the aforementioned Application.

Accordingly, Philadelphia Electric Company, Licensee under Facility Operating License DPR-56 for Peach Bottom Atomic Power Station Unit 3, hereby amends its Application of January 7, 1985 by revising certain sections as indicated by a vertical bar in the attached Pages iv, 133d, 133e, 142 and 142a. Changes to Technical Specification pages 142h and 1421, which were proposed in the January 7, 1985 Application, remain unchanged by this Amendment.

The proposed changes identify the fuel operating limits for Cycle 7 operation. These limits are bounded by the present Technical Specifications with the exception of the MCPR values from BOC to 2000 MWD /t before EOC, when surveillance requirement 4.5.K.2.a is met, which have been adjusted accordingly. An cnalysis of the safety considerations involved in the reactor rofueling and the Cycle 7 operating limits for all fuel types is cot forth in a document titled, " Supplemental Reload Licensing Submittal for Peach Bottom Atomic Power Station Unit 3, Reload 6" (General Electric Document 923A4600), March 1985, which is filed harewith and incorporated herein by reference.

Additionally, the proposed changes delete reference to PTA fuel since this fuel type will no longer be used in the Unit 3 reactor.

, all fuel types for Cycle 7 operation are not significant changes l since the new fuel assemblies are not significantly different from those previously found acceptable by the NRC for operation i

in Unit 3.

Consequently, pursuant to the guidance provided by the NRC in the Federal Register, April 6, 1983, 48 FR 14870, the

} proposed changes do not involve a significant hazards 1

consideration since the request does nots (1) involve a j significant increase in the probability or consequences of an accident previously evaluated, or (2) create the possibility of a new or different kind of accident from any accident previously evaluated, or (3) involve a significant reduction in a margin of safety.

The Plant Operating Review Committee and the Nuclear Review Board have reviewed these proposed changes to the Technical Specifications and have concluded that they do not

involve an unreviewed safety question or a significant hazard l consideration, and will not endanger the health and safety of the public.
