Dear Sir:

In Reference 1 the Power Authority submitted proposed changes to the FitzPatrick Plant Technical Specifications which address the Analog Transmitter Trip System (ATTS) modification. Additional information to clarify this submittal was requested by members of your staff, and is provided below and in Attachment 1 to this letter.

The installation of the FitzPatrick ATTS modification is in accordance with General Electric's Licensing Topical Report NEDO-21617-A Class I, December 1978, " Analog Transmitter Trip Unit System for Engineered Safeguard Sensor Trip Inputs." The report was noted in the U.S. Nuclear Regulatory Commission letter, dated June, 17, 1978, as acceptable for reference in license applications. The FitzPatrick ATTS modification conforms to this NEDO report as explained in the attached summary.

The Class lE Electrical Protection Assemblies (EPAs), referred to in Section C of Attachment 1, are described in greater detail in Reference 2. Reference 2 transmitted proposed JAF Technical Specification changes regarding the EPAs. The proposed changes were approved by the NRC in Amendment No. 76.
