Dear Mr. Paperiello:
Please find enclosed a description of the scope and objectives to be fulfilled during the April 30, 1985 Emergency Preparedness Exercise (Attachment 1).
This letter and attachment 1 are being submitted in response to your December 14, 1984 letter which requested that the licensee provide your office with a description of the scope of exercise and objectives to be fulfilled 75 days prior to the exercise.
In addition, we are providing you with a summarized sequence of events for the April 30, 1985 exercise (Attachment 2).
It is important to note that the April 30, 1985 Annual Exercise will be a utility only exercise with very limited participation from the Pre-Disaster Services Section of the Michigan State Police.
This is consistent with 10CFR50, Appendix E, Section IV.F.3 (49FR27736].
Also in accordance with your December 14, 1984 letter, it is our intention to submit the complete exercise scenario package with all controller information and simulation data, including plant data, radiation level data, and release rata data, 45 days in advance of the exercise.

i ATTACHMENT 1 Description of the Scope of the April 30, 1985 Annual Exercise:
l The exercise will be developed to ensure that simulated emergency conditions exist to demonstrate the adequacy of the Donald C.
Cook l
Plant emergency plan and emergency response organization and i
facilities.
The exercise will involve preplanned responses to escalating emergency conditions at the Plant, providing for the establishment of on-site and off-site emergency response organizations and facilities, to the extent possible, without the f
involvement of any local, state or federal agencies.

Objectives to be Fulfilled During the April 30, 1985 Annual j
Exercise:
1.
The licensee will demonstrate the ability to activate the emergency response organization and staff the following emergency response facilities:
Control Room, Technical l
Support Center, Operations Staging Area, Emergency Operations Facility, the American Electric Power Initial Assessment Room i
and the Joint Public Information Center.
l 2.
The licensee will demonstrate the ability to fully staff and maintain staffing around the clock.
The demonstration of the ability to maintain staffing around the clock will be limited to the posting of shift personnel assignments.
3.
The licensee will demonstrate the ability to make decisions and coordinate emergency activities through the timely and correct recognition, classification and initiation of appropriate emergency response activities for various levels of emergency situations.
These decisions and coordination i
activities will be based on written procedures aimed at implementing the licensee's emergency plan.

The licensee will demonstrate the adequacy of facilities and displays to support emergency operations through the operation of the following facilities and the use of displays l
located in those facilities:
Technical Support Center, Operations Staging Area, Emergency Operations Facility, the i
American Electric Power Initial Assessment Room and the Joint Public Information Center.

The licensee will demonstrate the ability to communicate i
between the nuclear facility and the licensee's Emergency i
Operations Facility, the American Electric Power Initial j
Assessment Room, the Joint Public Information Center, the i
Berrien County Warning Entry Point, and the Michigan State Police Warning Entry Point.

The licensee will demonstrate ability to mobilize and deploy field monitoring teams in a timely fashion.
i 7.
The licensee will demonstrate appropriate equipment and procedures for determining all ambient radiation levels.
8.
The licensee will demonstrate appropriate equipment and procedures for measurement of airborne radioiodine concentrations as low as 10-7 uCi/cc in the presence of noble gases.
9.
The licensee will demonstrate appropriate equipment and procedures for collection, transport and simulated analysis of samples of soil, vegetation, and water.
10.
The licensee will demonstrate ability to project dosage to the public via plume exposure, based on plant and field data, and to determine appropriate protective measures, based on PAG's, available shelter, evacuation time estimates, and all other appropriate factors.

The licensee will demonstrate ability to continuously monitor and control plant emergency worker exposure.
12.
The licensee will demonstrate the ability to make the decision, based on predetermined criteria, whether to issue KI to inplant emergency workers.
13.
The licensee will demonstrate the ability to supply and administer KI to inplant emergency workers, if the decision has been made to do so.
l 14.
The licensee will demonstrate the ability to brief the media in a clear, accurate and timely manner.
Since this is an utility only drill, state and local personnel will not participate.

The licensee will demonstrate the ability to establish and I
operate rumor control in a coordinated fashion.
16.
The licensee will demonstrate adequate equipment and procedures for decontamination of inplant emergency workers.
17.
The licensee will demonstrate the ability to determine and implement appropriate measures for controlled recovery and reentry.
