Dear Mr. Johnson:

Public Service Company has recently been informed by Advanced Refractory Technologies (ART) that some of the reserve shutdown material manufactured in 1982-83 was fabricated using an organic binder as opposed to a phenolic resin.

In specific, the 7/16" 20 w/o material was manufactured using an organic binder system composed of Norlig NH (supplied by Reed Lignon Corporation, a subsidiary of American Can Company) and Avicel (supplied by FMC Corporation). The 9/16", 40 w/o material manufactured in 1982-83 and both the 7/16" and of

9/16" materials fabricated in 1984-85 used phenolic resin as the binder material.

From a technical standpoint, all of these t.inders are reduced to a carbonaceous residue during the manufacturing process at the temperatures used in final heat treatment of the material and both binder systems performed satisfactorily during plastic deformation testing at high temperatures. While the conclusions remain unchanged from PSC's original report submittal, the recent information obtained from ART requires a revision to the report to correct a technical point regarding binder material.

Attached is Revision 1 to Attachment 1 of the Report (P-85027).

Corrections to Attachment 1 are identified by a bar notation in the right hand margin.

Attachments 2 thru 5 remain unchanged.
