License Amendment Request 95-0005 Submitted under Toledo Edison Letter Serial Number 2292, dated June 1, 1995 Ladies and Gentlemen:

License Amendment Request 95-0005 was submitted by Toledo Edison (TE) to the Nuclear Regulatory Commission (NRC) as a plant specific Cost Beneficial Licensing Action (CBLA) addressing the allowed outage time for the Davis-Besse Nuclear Power Station (DBNPS) Emergency Diesel Generators (EDGs).

During telephone conference calls with Ms. L. L. Gundrum of the NRC Staff on January 11, 12, 17, and 23, 1996, TE was requested to pro-vide supplemental information regarding License Amendment Request 95-0005.

In response to this request, TE provides the following information regarding the DBNPS onsite Station Blackout Diesel Generator (SBODG) and preventive maintenance on the EDGs. Toledo Edison will verify the SBODG has been demonstrated functional prior to an Emergency Diesel Generator he (EDG) being removed from service for planned maintenance during Operational Modes 1 through 4.

This requirement will be accomplished by

i Docket Number 50-346 License Number NPF-3 Serial Number 2353 Page 2 The time required for the SBODG to reach rated speed during monthly testing will be recorded and monitored.

Those breakers required to connect the SBODG to the essential bus associated with the EDG removed from service will be verified to be in the position required for the existing Operational Mode and plant conditions, with close and trip fuses installed. This will provide assurance that the required breakers are available during the period an EDG is removed from service.

Toledo Edison will revise the appropriate DBNPS procedures to reflect these commitments concurrent with the implementation date of the approved license amendment.

Toledo Edison is appreciative of the NRC Staff's efforts to implement the goals cf the CBLA program by processing License Amendment Request 95-0005 on a thaely basis.

In order to facilitate completion of the planning of the Spring 1996 refueling outage and the following operating cycle, TE requests that the NRC approve and issue this change as soon as possible.
