Dear Dr. Murley:
This special report documents the "D" Diesel Generator Non-Valid Failure as required by Regulatory Guide 1.108, Section C.3.b, and Technical Specification 4.8.1.1.3.
The "D" Diesel Generator tripped 3. times on January 28, 1985. 'Ihese test were troubleshooting runs which were performed inmediately following the 18 Month Maintenarce Inspection Activities.
The first trip occurred at 2145 on incmplete sequence which is typical following Maintenance work which involves drained fuel oil lines. It usually requires one start or start attempt to prime the fuel oil system.
The second and third trips occurred at 2220 and 2248 on reverse power and engine vibration. These trips resulted frm sluggish governor response. The cooling medium for the governor is emergency service water which was cold which resulted in more viscous governor oil and subsequent sluggish response.
The "D" Diesel was successfully started and run on January 29, 1985 at 0259.
Corrective action involves a design review of the Diesel Generator Governor.
Oil Cooler Water-Supply.
These trips are classified as non-valid tests in accordance with Regulatory Guide 1.108 Section C.2.e.7, since the tests were performed in the process of troubleshooting.

The Diesel' Generator Start Iog indicates there is one. (1) ' diesel failure in the last one-hundred (100) starts. 'Ihe diesels are on a test interval of '
every thirty one (31) days, per Regulatory Guide 1.108, Section C.2.d.
