INTRODUCTION Georgia Power Company (" Georgia Power") hereby provides a supplemental response i
to Allen L. Mosbaugh's Third Set of Interrogatories and Request for Documents to Georgia Power, dated May 17,1994 (the " Third Request"). Specifically, this response revises Georgia Power's prior response to Interrogatory No. 6.' The majority of the information l
contained in the revised table attached to this response is already available to the Board and the parties in Intervenor's Demonstrative Aid No. 4.2 Georgia Power incorporates herein all Intervenor has expressed a desire to move this response into evidence. Tr.12848-50 (Aug. 25,1995).

The parties made a considerable effort to make this Demonstrative Aid as accurate as j
2 possible. It provides the same basic information as Georgia Power's response to Intervenor's Interrogatory No. 6 with two notable exceptions. One, the revised table identifies, as accurately

as possible from the Maintenance Work Orders, the person who took the dew point readings.

II.-
SUPPLEMENTAL INTERROGATORY RESPONSE A.
Interrofatorv 6 (Stokes) Attached is a revised table which identifies instances where Georgia Power obtained an unsatisfactory dew point reading on a Vogtle emergency diesel generator
("EDG") air supply system in the 1989-1990 time frame.' The table also notes corrective actions based upon information contained in the relevant maintenance work order.' Dew point measurements were taken during this time frame primarily by Instrument and Control (l&C) technicians as identified on the attached table, who were supervised by the I&C 5
Superintendent, Mr. Mike Hohhs or Mr. Mark Briney.6 The I&C Superintendent reported I
2(... continued) whereas the revised table identifies only those readings outside the dew point acceptance criteria in the same time frame.
I The Vogtle acceptance range for these dew point readings is 32"F to 50*F. While the j
3 table identifies all instances where the dew point measurements recorded on the referenced maintenance work orders ("MWOs") were outside this acceptance range, actual dew points helow 32*F are below the design capability of the Vogtle refrigerant-type air d yers.
l As an aid in identifying revisions to the table, Georgia Power has also attached a "Comparewrite" version of the table which highlights the changes made to the original table.

Deletions are noted with a " strike-through" and additions with a " redline" hackground.
Some of the readings in early 1989 (i.e., January-March 1989) were performed by 5
electrical maintenance personnel who reported up through line supervision to the maintenance j
manager.
i 6 - Mr. Hobbs, who was the Vogtle I&C Superintendent, assumed a temporary role within l
another Maintenance Department group from February 1990 through the end of 1990. Mr.
l Mark Briney, who is no longer a Georgia Power employee, acted as the I&C Superintendent during this period.

- i to the Maintenance Manager, Mr. Harvey Handfinger.7 Mr. Handfinger reported to the Assistant Plant General Manager-Operations, Mr. W. F. Kitchens. Mr. Kitchens reported to the General Manager, Mr. George Bockhold. Georgia Power is unable to state with certainty each instance where a senior official, which Georgia Powu interprets to mean a Vice President or higher, received communications regarding an unsatisfactory dew point reading.
However, the Vice President-Vogtle Project, Mr. Ken McCoy, and the Senior Vice President, Mr. George Hairston, both attended the April 9,1990 meeting between Georgia 4
L Power and NRC Region II officials in Atlanta, Georgia during which the unsatisfactory dew point readings on EDG 2A were apparently discussed. Sec Mr. Jim Bailey's Meeting Notes from the April 9,' 1990 meeting (Bates No. 0006%).
