Dear Dr. Murley:

The actions to be taken relative to Limerick Generating Station Security personnel background investigations (bis), as identified in your letter dated 9 November 1984, have been completed.

The result of our action to each item is provided below following a restatement of the item.

1.

Conduct a review of information obtained during bis on all presently employed security force personnel, within-five working days.

Response

Auditors from the Electric Production Department Quality Assurance Division completed this review on November 16, 1984.

2.

Initiate prompt action to resolve any discrepancy between information provided by a member of the security force and information obtained during the BI.

Response

i Discrepancies for four individuala were identified.

YOH Security Inc., the contractor providing security services at Limerick,'in conjunction with its subcontractor, Equifax, has 3,

completed an investigation:of these individuals.- The results of these investigations are being evaluated by PECo's Claims-Security Division for thoroughness and acceptability.

Pending the outcome of this review, the individuals in question _have been reassigned to non-nuclear security positions.

3.

Initiate prompt action to verify any instance where.the previous employment of a security force member was not definitely confirmed during the BI.

Nineteen cases were revealed in which previous employment was

not clearly established during the background investigation.

~

i YOH requested Equifax to verify previous employment in these 4

cases.

For this investigation, any gaps exceeding three months were to be included.

PECO's Claims-Security Division is reviewing these investigation results.

Pending the l

outcome of this review, the individuals in question have been reassigned to non-nuclear security positions.

4.

Establish and implement measures to improve the effectiveness of bis for security force personnel.

Response

l In order to improve the effectiveness of background investigations,-the new YOH' program manager will be charged.

with the review of the background investigations from the standpoint of completeness.and acceptability (e.g., lack of

' discrepancies).

Military records checks will be requested from the military records center in St. Louis, Missouri, for

each existing or future app?icant for a security force position regardless of the applicant's indication regarding military service.

instituted by which the Electric Production Department Quality' Assurance Division Will review each background investigation prior to security force personnel being 4

The review will initially be at the 100% level and will be decreased, if warranted.by the results of the reviews.

No person will be permitted to be a member of the-operational security force until unresolved discrepancies or employment gaps are satisfactorily addressed.

Inform this office of the results of your actions, in writing, with 10 days of completion.
