Dear Mr. Youngblood:

This letter provides information to address License Condition (2) concerning channel box deflection described in SSER 2, (Section 4.2.3.1).

Perry Fuel and Technical Instruction A-06, Fuel Channel Lifetime, is our program which incorporates the generic guidelines established in the LRG-II position on Issue 3-CPB (Ref. letter, D. L. Holtzscher to H. J. Faulkner, May 17, 1982). CEI endorsed this position in a letter from D. R. Davidson to J. R.

Miller, September 16, 1982.

Since this type of administrative control would preclude excessive channel bowing at Perry, we request that this be removed as a License Condition (2) in a future SER supplement.
