l Enclosed is a copy of the final exercise report for the December 7-8,1994, full-participation

res the state of New Hampshire, the risk communities of Brentwood, East Kingston, Exeter, Greenland, Hampton, Hampton Falls, Kensington, Kingston, Newfields, New Castle, Newton, North Hampton, Portsmouth, Rye, Seabrook, and Stratham, and the host community of Manchester participated in the exercise. The State of New Hampshire implemented its compensatory response plan for the risk community of South Hampton,

- which was the only New Hampshire risk community not to participate in the exercise. For

' Massachusetts, the Commonwealth of Massachusetts, the risk communities of Amesbury, Newbury, Newburyport, Salisbmy, and West Newbury, and the host community of Tewksbury participated in this exercise. The Commonwealth of Massachusetts implemented 4

its compensatory response plan for the risk community of Merrimac, which was the only Massachusetts risk community not to participate in the exercise. The State of Maine also

participated in the exercise. The final exercise report was prepared by the Federal

- Emergency Management Agency (FEMA) Region I staff. A copy of this report will be q

provided _to the States of New Hampshire and Maine and the Commonwealth of Massachusetts by the FEMA Region I staff.

There were no Deficiencies identified during the December 7-8,1994, exercise. There were, however,59 Areas Requiring Corrective Action identified. The FEMA Region I staff will work with the State of New Hampshire and the Commonwealth of Massachusetts to correct these issues.

Based on the results of the December 7-8,1994, exercise, the offsite radiological emergency response plans and preparedness for the States of New Hampshire and Maine, the Com.monwealth of Massachusetts, and the affected local jurisdictions, site-specific to the Seabrook Nuclear Power Station, can be implemented and are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the heahh and safety of the public in the event of a radiological emergency at the si :. Therefore, the Title 44 CFR, Part 350, approval of the New Hampshire and Maine Radiological Emergency Response Plans for Seabrook Station, granted November 9,1990, and March 16, 1989,
