NRC INSPECTION REPORT #84-12 NOTICE OF VIOI ATION HOPE CREEK GEbdRATING STATION Your letter dated October 17, 1984, transmitted the above referenced Inspection Report which contained a Notice of Violation citing one (1) item of noncompliance concerning our Pre-operational Test program.

The following response le provided in accordance with the Notice of Violation.

As of August 23, 1984:

1.

Procedures did not exist, nor were informal instructions followed, to track resolution of outstanding comments against one (1) Pre-operational Test Procedure (PTP) approved by the Pre-operational Review Committee (PORC).

2.

Authors of three (3) PTP's were not in attendance at the PORC review and approval meetings.

3.

Eight (8) PTP's were PORC approved prior to their written approval by specified responsible parties.

Startup Administrative Procedure (SAP) No. 14, " Pre-operational Test Review Committee", has been amended l

assigning the PORC chairman the responsibility for controlling and tracking the status of action items by means of PORC meeting minutes.

SAP-14, " Pre-operational Test Review Committee", has been amended assigning the Startup Manager the responsibility for ensuring that a technically cognizant substitute is in attendance when a PTP author is absent, sick or terminated.

The requirement for written approval of each PTP by all responsible parties prior to submission for the PORC review was re-emphasized at the PORC meeting conducted on September 5, 1984.

PTP's will not be accepted for the committee's review unless all required approval signatures have been affixed to the PTP cover sheet.

Corrective Steps Taken to Preclude Recurrence A member of the Public Service Startup Group will attend the PORC meetings to advise the PORC chairman on procedural requirements.

Date of Full Compliance The date of full compliance will be November 23, 1984.
