Dear Mr. Stolz:
This letter forwards the results of our investigation into gagging the safety relief valve of lowest setting in order to perform Class 1 hydrostatic testing required by Table IUB-5220-1 of the 1980 Edition through Winter 1981 addenda of Section XI of the ASME Code.
The manufacturer of the safety relief valves, Target Rock Corporation, has advised Philadelphia Electric Company that the safety relief valves can, using a special tool, be gagged safely for any hydrostatic pressure up to the valve inlet hydrostatic test pressure of 2,375 psig.
Therefore, the safety relief valves can be gagged to
_ perform the Class 1 hydrostatic test at the test pressure required to Table IWB-5220-1 of the Code.
