FITNESS-FOR-DUTY (FFD) PROGRAM EQJET BEACH NUCLEAR PLANT, UNITS 1 AND 2 In accordance with 10 CFR 26.71(d), we are providing herewith the Fitness-for-Duty Perform &nce Data for the six-month period ending June 30, 1992.

No events reportable under 10 CFR 26.73(a) occurred during this period.

In addition, there were no positive tests for any substance.

We continued our quarterly program review meetings which involve key personnel responsible for administering the FFD Program.

These individuals reviewed data, measures of program effectiveness, audit findings, and written procedures.

Procedures were revised as necessary, based on these reviews.

We are providing, as an att.aehment to this letter, the standard form summarizing our FFD Program results'for the past six months.

This information indicates that the work force at Point Beach Nuclear Plant continues to be virtually drug-and alcohol-free.

There were two incidents of individuals carrying an unopened container of alcoholic beverage onto hisconsin Electric property at Point Beach Nuclear Plant.

Both containers were discovered by Security Officers during entry searches at the gate house.

Botb incidents were fully investigated, and appropriate actions were

-taken.

Wisconsin Electric has raised the nominal weekly testing frequency of our unannounced testing program.

Testing at Point Beach Nuclear Plant is now conducted nominally three times per week.

Testing of badged personnel headquartered at locations other than the plant is nominally five times per week.

This change was possible due to the hiring of a nurse for per:nanent assignment at the plant and due.to accommodations to the FFD Program by the 9208180020 920811 I

The annualized rate of testing after the first six months of the unannounced testing program is 106%.

Wisconsin Electric now reports data on contractor personnel by distinguishing between lono-and short-term contractor personnel.

Long-term contractor personnel are those who are hired for an undefined term or'who remain in an unannounced testing program, even when not badged at a licensed site.

This includes individuals employed as security officers and employees of the Institute for Nuclear Power Operations.

All other contractor personnel are classified as short term.
