Millstone Nuclear Pow;r Station, Unit No. 3 Reporting of Potential Significant Deficiencies in Design and Construction:

General Electric SAM Timing Relays (50-65) 1 In a November 15,1984 telephone conversation between your Mr. T. Rebelowski and our Mr. R. E. Lefebvre, Northeast Nuclear Energy Company (NNECO) reported a potential significant deficiency in the constructo n of Millstone Unit No. 3 as required by 10 CFR 50.55(e). The potential significant deficiency involves SAM timing relays supplied by General Electric (GE). GE notified us that there is a potential for SAM 11,13,15 and certain SAM 99 relays to operate in less time than the set time delay. Some of these relays are used in safety-related equipment.

We have completed our evaluation and determined that SAM 11 timing relays are used at Millstone Unit No. 3 and that some of these are used in safety-related applications. This is a significant deficiency for Millstone Unit No. 3.

To correct this problem, GE has provided a new printed circuit card design. Our architect-engineer, Stone & Webster Engineering Corporation, is proceeding with the replacement of all existing printed circuit cards for SAM 11 timing relays used at Millstone Unit No. 3 with this new card design.
