Dear Dr. Hurley:
This speclat report documents the "D" Diesel Generator Non-Valid fallure as required by Regulatory Guido 1.108, Section C.3.b, and Technlent Spec-IfIcatlon 4.8.1.1 3.
At 1010 on October 12, 1984, the "D" Diosci Cenerator exceeded the ten (10) second start time which is required by Technical Specifications. A s t.c -
cessf ul start was rnado at 1025 on October 12, 1984, and a loaded one (1) hour run was completsd. A start time exceeding ten (10) seconds was again observed at 1130 on October 15, 1984.
Instrumentation was Installed os the "D" Diesel Generator to check various paramotors, this included tim *r,g of the Fuel Rack Hovement. At 1700 on October 15, 1984, the dlcsol was successfully started, and declared operable at 2000.
Soveral subsequent diesel starts were rnonitored and the problem was dotormined to be tho Safety Trip Fuel 011 Control Cylinder (USC-7) not venting. This cyllndor is expanded when the diosol is shutdown, resulting in closed fuel racks.
The ventinq pruolem was traced back to the sluggish responso of the Safety Trip Control Volvo (USCV-9) observed by Instrument-otion described above.
This control vnIvo is an air operated valvo and will vont the Saf oty Trip Control Cylinder (USC-7) Irrvnediately upon a start signal. Parts were ordered and the USCV-9 valve was replaced with a now valvo.
The diosol was rostarted satisf actorly in the required tirno.
This is a 'non-valld' f ailuro since the Fuct 011 Control Cylinder (USC-7) is vonted in the emergency rnode by two (2) electrically operated solonold valvos, thorofore, the Saf ety Trip Control Valvo (USCV-9) is bypassed in the cmorgency trode.
Tho degradation of the USCV-9 Control Volvo was most likely caused by poor control nir quality supplied f rom the starting air compressors. Air dryors are to bo Installed under PHR 82-761 during the fIrst refueling outogo to reduce the molsture problem.

,a There are four (4) diesel f ailures in the last one-hundred (100) starts.
The diesels are on a test interval of every three (3) days, per Regulatory Guide 1.108, Section C.2.d.
Since this was a non-valid failure the test Interval and number of diesel failures did not change.
