The at t ochment evaluates changes made to the Beaver Valley Pnwer Station Unit 2 (BVPS-2) Design and Construction Quality Assurance Program. Th'e attached figure reflects the-current -titles and, reporting assign-ments which were changed due to a management reorganization. There are now six major sections in the Quality: As surande : Organization. Two sections were modi fied, - two - we re added, and one was re-assigned. The re-assigned section, pertaining to records is now the responsibility. of Support Services Manager. _ All. Quality' Assurance. Unit Directors are -responsible to the Quality Assurance Unit. Manager for the performance of-their respective functions as indicated below. The Quality Assurance Engineering / Procurement Director supervises - Audits and Surveillances related to' Design, Engine ering, ~ Procurement, and Modification; ' directs Auditing and Surveillance of the Duquesne Light Organization, AdE, NSS, and Vendors during Design, Ergineering, Procurement, and-Modifications; supervises Engineering Assurance Reviews; and verifies that Quality Assurance Req uir ement s are addressed in Administrative Documents. The Quality Assurance Operations Director supervises Quality Assur-ance Audits and Serveillances of Operational Activities and Mainte-nance; supervises Technics 1 Specification Audits; and supervises Surveillance of Plant Activities. The Inservice Ins pection Director develops and implements the Inservice Inspection and Nondestructive Examination Programs; s upe r-vises personnel performing NDE Activities in support of the PSI /ISI Programs; and implements and directs Ins pect ion Activities for Technical Specification Inspection Programs. The Operations Quality Control Director implements the Quality Control Program; directs Surve illance and Inspection Activities; directs Vendor. Surveillance Activities; identifies required Quality Control Inspections, Tests, cnd Surveillances; and identifies aad evaluates Trends in Nonconformances. . There are two tiers of Quality Assurance Unit personnel below the Direc-tor level. Their f unct ion is to assist in carrying out the res pons i-bilities assigned to their respective director as described above. The Support Services Manager is res pons ible to the Nuclear Engineering and Construction Unit General Manager for records management ' fo r Engineering, Construction, and'the Quality Assurance Archival Records.
7 _-1 1.3 Reason for the Change .This reorganization consolidates all presently identified Duquesne Light Company.- Quality Assurance functions under. a single Quality - Assurance -Unit Manager. 1.4 The basis for concluding.that the - revised program incorporating this change continues to satisfy the criteria of 10CFR50, Appendix B, and the Safety Analysis Report Quality Assurance Progran description commitments previously accepted by the NLC is: All of' the ch'ange s made are adminis trative in' nature' and will continue to provide for ' the organizational freedom necessary for, the Quality Assurance Program to operate in accordance with the require-ments of 10CFR50, Appendix'B. i l l E
