Dear Dr. Murley:

All Diesel Generator Unit failures, valid or invalid, are to be reported as required by Regu?atory Guide 1.108, Section C.3.b, and Technical Specification 4.8.1.1.3 At 1023 on October 6,1984, one-half hour into a one hour loaded run, performed in accordance with Surveillance 50-024-001, the "C" Diesel tripped and alarms indicated over excitation. Upon restart the diesel was again loaded.

During the run the output varied from 2 to 5.5 MW.

Although the output was fluctuating, the one hour loaded run was com-pleted. The electronic governor was determined to be the problem for the power fluctuating. The governor wa s replaced by Work Authorization (WA) #S48198. At 1813,the diesel was started and successfully loaded for one hour.

The governor has been sent to Woodward Governor Co. for evaluation.

Until a report is received, a determination can not be made whether the governor problem will af fect the diesel in the emergency mode of operation.

It the electronic governor problem can be definitely attributed to a malfunction of equipment that is not operative in the emergency operative mode, this would not be considered a valid test or f ailure as indicated in Regulatory Guide 1.108, Section C.2.e.(2).

The problem with the electronic governor has been only noted on the "C" Clesel. The remaining three diesels have not had problems with power output fluctuations.

There have been four failures in the last one hundred starts. The diesel test interval is one start every three days, per Regulatory Guide 1.108, Section C.2.d.
