License Amendment Request to Delete Technical Specification (TS) 3/4.9.9, Refueling Operations Containment Purge and Exhaust Isolation System end its Bases, and Revise TS 3/4.3.2, safety System Instrumentation - Safety Fectures Actuation System Instrumentation and TS 3/4.9.4, Refueling Operations - Containment Penetrations and its Bases Gentlemen Enclosed is an application for an amendment to the Dav!S-Pesse Nuclear Power Station (DBNPS), Unit Number 1, Operating License Number NPF-3, Appendix A Technical Specifications (TS). As described inthis the attached Safety Assessment and Significant Hazards Consideration, _

application requests the deletion of TS 3/4.9.9 Refueling Operations -

Containment Purge and Exhaust Isolation System and its Bases due to areas of redandancy to other existing DBNPS TS and an inconsistency in its Applicability.

This application also proposes revisions to TS 3/4.9.4 and its Bases, and TS 3/4.3.2, Safety System Insttumentation - Safety Features Actuation System Instrumentation, so that the Safety Features Actuation System (SFAS)-is not necessarily required to be operable in Mode 6 (refueling). The overall effect of this proposed change vill: 1) provide the flexibility to allov vort to be performed in Mode 6 en the SFAS (either bypassed or deenergized), 2) preclude the need for physically relocating the SFAS area radiation monitors from the annulus to the containment during Mode 6 vhen not using them for monitoring for potential radiation releases as is presently done, and 3) when not using the SFAS area-radiation monitors, still provide a means for autonatically containing any release in progress and isolating containment (procedurally required manual closure from the control room of the containment purge and exhaust isolation valves).

Toledo Edison requests that.the Nuclear Regulatory Commission (NRC) issue this amendment-by January 29, 1993 for use during the eighth refueling outage scheduled to commence on March 1, 1993.
