Dear Mr. Anthony:

Your February 9, 1985 letter (received February 13th) to Mr.

Patten regarding the plume exposure pathway (EPZ) for the Limerick Generating Station has been referred to me for response.

The allegation made in your February 9, 1985 letter is basically the same as that contained in your December 8, 1984 motion to the Atomic Safety and Licensing Board. The Commonwealth of Pennsylvania responded to your motion on December 17, 1984 with a detailed explanation of how the EPZ was established, and with specific reference to Valley Forge National Park. I reminded you of this response, which you apparently had not reviewed, when you filed the January 17, 1985 appeal during the ASLB Hearings. For your information and perusal, enclosed is another copy of our December 17, 1984 response together with the supportinst February 24, 1984 letter to the Board, with copy to you, regarding the change between the June 1983 and July 1984 Evacuation Plan Maps. To reflect recent changes in Reception Centers and to define more clearly some maj or evacuation routes, a revision of the Evacuation Plan Map was prepared in January 1985 and a copy is also enclosed for your information.
