Mitti General Manager Nuclear Assurance and Regulation March 7,1985 Director of Nuclear Reactor Regulation U.S. Nuclear Regulatory Commission 7920 Norfolk Avenue Bethesda, Maryland 20814 Attention:

Mr. Albert Schwencer, Chief Licensing Branch 2 Division of Licensing f

Gentlemen:

USE OF INVERTER AS ISOLATION DEVICE HOPE CREEK GENERATING STATION DOCKET NO. 50-354 In response to Confirmatory Item No. 30 of the HCGS Safety Evaluation Report, attached is one (1) copy of Test Report No. T-10656, Rev. O, " Test Report f or a 20 KVA UPS System Power Circuit Isolation Test," prepa red for HCGS which demonstrates the adequacy of an inverter being used as an isolation device.

It should be noted, Section 8.3.3.3.4 of the SER indicated it was the staff's understanding that the testing of the isolation device would include subjecting it to the four fault conditions listed in the test plan as well as subject-ing it to a 200 percent overload test.

The basis for exclu-sion of the hot short test is that, subsequent to the submittal of the test plan, design changes were implemented to ensure that none of the inverter's output cables are routed in raceways containing any 480 Vac service level cables.

Therefore, the inverters will not be subject t'o any hot short (460 vac) cond ition.

In addition,Section I. A of the test report provides the discussion for excluding the 200 percent overload test.

Should you have any questions in this regard, please contact us.

Very truly yours,

gi-h
