in Referer.ce (a), Commonwealth Edison documented a request fnt a Regional Walver of Compliance from Technical Specification 4.7.C.1.c. Region ill management approved this Waiver of Compliance in a teleconference on August 13,1991. Reference (b)

- discussed the issue of secondary containment maintenance. As part of the request for a Regional Walver of Compliance (Reference (a)), CECO committed to develop guidance on an acceptable method of performing secondary containinent .Tlaintenance during the operating cycle, consistent vah the intent of parforming secondary containment testir
