Dear Mr. Davis:
in Referer.ce (a), Commonwealth Edison documented a request fnt a Regional Walver of Compliance from Technical Specification 4.7.C.1.c. Region ill management approved this Waiver of Compliance in a teleconference on August 13,1991. Reference (b) provided formal documentation of the approval.
During the August 13,1992 teleconference, CECO and Recion 111 management discussed the issue of secondary containment maintenance. As part of the request for a Regional Walver of Compliance (Reference (a)), CECO committed to develop guidance on an acceptable method of performing secondary containinent.Tlaintenance during the operating cycle, consistent vah the intent of parforming secondary containment testir:g.
CECO has completed the developn4ent of this guidance in the form of a station procedure. " Secondary Containment Maintenance Procedure". This has been implemented at Quad Cit!es Station as a Temporary Procedure, pending approval as a permanent station procedwe. This procedure is provided for your Information and use (se9 Attachment). The
- procedura was implemented in March 1992, and will be initialty performed in August 1992.
