SEQUOYAH NUCLEAR PLANT (SQN) UNIT 2 - REACTOR CONTAINMENT BUILDING INTEGRATED LEAK RATE TEST (ILRT)
Enclosed is the summary technical report on the containment ILRT for SQN Unit-2 conducted April' 27-29, 1992, in conjunction =with the' Cycle 5-refueling cutage. This report is being submitted for your review in accordance with 10 CFR 50, Appendix J.,Section V.B.1 and V.B.3.
The; subject.ILRT is being reported as a failed test due to local
-leak-rate 1" leakage savings" additions.. As-found leakage through a single penetration'(X-47A).'during the performance of the local leak rate testing prior to_ performance of the ILRT caused the f ailure. Historical = data on leakage through penetration X-47A and penetrations identical to'X-47A demonstrate'that this failure was a~ random occurrence. TVA has.
L determined that alternative corrective measures fully address the l'
. isolated occurrence and that increased surveillance frequency required by
.10 CFR-50,-Appendix J,.would be inappropriate..TVA plans to submit justification for relief from the Appendix J. requirement and a change
. request for.the associated technical specification.
