Pursuant to 10CFR50, Appendix E, Section V, we are herewith informing you of the resulting changes that will be required to the Emergency Plan. rhese i

changes do not decrease the effectiveness of the Emergency Plan based on a 10CFR50.5 l(q) review.

Attached is a marked-up copy of pages 5-1 and A-5-1 A of the Emergency Plan indicating the changes which will be required.

coordinated management approach providing technical and logistical direction to mitigate the consequences of an accident.

The LP&L and Waterford 3 organizational structures are based on staffing the Emergency Facilities, discussed in Section 7.0, to respond to actions in three critical areas:

The responsibilities associated with each Emergency Organization l

position are defined in this section.

T The initial selection of personnel assigned emergency responsibilities 4

is based, as much as possible, on the normal Waterford 3 organization.

These are the personnel most knowledgeable of plant systems, personnel and their interrelationships.

The initial selection is followed by specific training in the assigned areas of weergency management as required by section 0.0 of this document.

5.1 Waterford 3 Organizations 5,1..

The Waterford 3 organization is j

headed by the Vice President, Operations, Waterford 3.

5.1.1.1 Normal Plant Organization j

The Plant Organization includes the personnel encompassing both the management and operating groups. The management and. technical engineering groups are onsite during normal work hours daily Monday through Friday, holidays excluded.

Plant Operations, j'

Maintenance,-Chemistry, Health Physics, and Securit3 personnel' are onsite on a 24-hour basis, 5clidays included.

The Plant Organization is responsible for the day-to-day operation and maintenance associated with the 3
