On June 24, 1992, an advance copy of NRC Bulletin 92 01 " Fall.ure of Thermo Lag 330 Fire Barrier System to Maintain Cab ing in Wide Ctble Trays and Small Conduits Free From Fire Damage" was received at Prairic Island.
The bulletin required that each licensee submit a written response to questions concerning usage of Thermo-Lag at each facility.
Based on an evaluation of the information contained in this bulletin, several fire barriers were declared inoperable on June 24, 1992 and compensatory measures were established.
'.le of9er the following as our response to the third reque sted action of Bulletin 92-01 and it also provides the information necessary to satisfy Technical Specification 3.14.G.2., which requires tha* a special report be submitted to the Commissio.1 when an inoperable fire larrier cannot be restored to operabic status within 7 days:
t Each licensee, within 30 days of receiving this bulletin, is requircd to provide a written notificaticn statlng whether it has or does not have Thermo Lag 330 fire barrier sys ems installed in its facilities.
The Prairie Island Nuclear Generating Plant presently uses Thermo-Lag 330 Fire barr'ar Systems !.n six (6) individual fire areas. There are approximately sevin he tred (700) linear feet of cable trays and conduits that are protected by tha 'thurmo Lag materials.
Each licensee who has installed Therco-Lo: 330 fire barriers is required to inform the NRC, in writing, whether it has taken the above actions and is required to describe the measures being taken to ensure or restore fire barrier operability.

Page 2 Presently a Special Order bra been implemented which directs the site's compensatory actions.
These actions include a once per hour roving fire watch covering the six affected fire areas.
The Special Order also directs that, in the event that the fire detection system in these areas is rendered or found inoperable, a continuous fire wat ch win be established in that area.
These compensatory actions are consistent with the Prairie Island Nuclear Generating Plant Ts chnical Specifications for Penetration Fire 13arriers (TS.3.14.G.2).
Appropriate actions to rer. ore fire barrier operability 9re being developeJ through an industry program being coordinated by NUMARC.
This program will include establishment of a test database, development of guidance for applicability of ten,ts, development of generic installation guidance, and consideration and coordination of additionel testing as appropriate.
We will apply the results of these efforts, when completed, to Thermo Lag installations within the ecope of bulletin 92-01.
