This letter is to confirm that in action taken in September,1978, , .

by the steering committee of " Austin Citizens for Economical Energy",

Mr. David Marke was authorized to speak and/or petition on behalf of ACEE in the above captioned matter.

l e-ACEE, its steering committee and it's Inembership are vitally concerned with the operating safety of the South Texas Project, and are in agreement with the contenions submitted jointly in our behalf in Mr. Marke's supplementary petition of 26 December 70. It is our .

understanding that an additional copy of that petition as amended is being filed in the name of Austin Citizen'd for Economical Ener'gy, and that its intsnt' is that Mr. Marke should continue to represent our interests exclusively but as aided by the services of such 6xperts or consultants es either ACEE or Mr. Marke should require: in this proceeding.

This instrument is signed by Mr. Roger Duncan, duly elected Chairman of ACEE, and reflects the previously cited decision of the elected steering committee of ACEE, authorized by the member-chip to speak for the group. potential economic loss due to. operation and/or ~ participation.in the

South Texas Nuclear Project is germaine to tilis' proceeding. Indeed it is a fact that the city of Austin's bon'd rating has fallen significantly in _

the past two years due solely to Austin's participation in STP. It is indeed true at this very writing that the city has serious questions whether or not the bonds for the. next progress payment on STP are .

caleable due to public consternation over the future of the plant. When the economic liabilities and futures of so large a segment of the.in-

volved public are at stake in such a proceeding it seems obligitory _

that the -Commission.should consider them.

  • ACEE as per the request of the Board has'also included letters of authorization from ACEE Chairman Roger Duncan,~ and Mr. &

Mrs. Robert Cook, site representatives at Wadsworth, Texas.

It is noted that Mr. Mhrke has signed the letter on behalf of Mr. .

& Mrs. Cook; he has power of attorney on file for that purpose, owing to the shortness of time before which this ammendment must be filed. -A copy of the original will be enclosed within three days as soon as it is received. (Mr. Cook has employment activities out of town and could be reached only by telephone at this time. ) This would seem to have credence in the light of the decision of the Board -

of Fermi .: (January 2,1979 LBP79-1). Other members and persons are not listed as there is no requirement in 10 CFR-Energy for such.- -
