Dear Governor Butler-Wolfe:

The U.S. Nuclear Regulatory Commission (NRC) has completed the review of the environmental effects of renewing the Surry Power Station, Unit Numbers 1 and 2 (SPS) operating licenses. SPS is operated by Dominion Energy Virginia in Surry, Virginia.

Accordingly, the NRC has prepared a Final Supplemental Environmental Impact Statement (FSEIS) including conclusions regarding potential impacts to historic properties at SPS from activities associated with license renewal.

As stated in our letter dated October 28, 2019, the NRC is conducting Section 106 consultations in compliance with the National Historic Preservation Act through the requirements of the National Environmental Policy Act, as outlined in 36 CFR 800.8(c). The NRC has determined that the area of potential effect for this license renewal action is the SPS power plant site and its immediate environs that may be affected by land disturbing activities during power plant operation associated with the proposed action (license renewal).

As discussed in the FSEIS, the NRC has concluded that the license renewal decision would not adversely affect historic properties at SPS. In support of this determination, the NRC staff conducted an environmental site visit and reviewed historic and archeological records. The NRC also contacted 21 Federally-recognized American Indian Tribes, notifying them of the proposed action and requesting comments on the scope of the environmental review.

Documentation of Tribal consultation is presented in Appendix C of the FSEIS.

The U.S. Nuclear Regulatory Commission (NRC) has completed the review of the environmental effects of renewing the Surry Power Station, Unit Numbers 1 and 2 (SPS) operating licenses. SPS is operated by Dominion Energy Virginia in Surry, Virginia.

Accordingly, the NRC has prepared a Final Supplemental Environmental Impact Statement (FSEIS) including conclusions regarding potential impacts to historic properties at SPS from activities associated with license renewal.

As stated in our letter dated October 28, 2019, the NRC is conducting Section 106 consultations in compliance with the National Historic Preservation Act through the requirements of the National Environmental Policy Act, as outlined in 36 CFR 800.8(c). The NRC has determined that the area of potential effect for this license renewal action is the SPS power plant site and its immediate environs that may be affected by land disturbing activities during power plant operation associated with the proposed action (license renewal).

As discussed in the FSEIS, the NRC has concluded that the license renewal decision would not adversely affect historic properties at SPS. In support of this determination, the NRC staff conducted an environmental site visit and reviewed historic and archeological records. The NRC also contacted 21 Federally-recognized American Indian Tribes, notifying them of the proposed action and requesting comments on the scope of the environmental review.
