April 22, 2020 MEMORANDUM TO: Dr. Brett M. Baker Assistant Inspector General for Audits Office of the Inspector General FROM: John W. Lubinski, Director Office of Nuclear Material Safety Robert Digitally signed by Robert Lewis and Safeguards Lewis Date: 2020.04.22 15:48:54 -04'00'

SUBJECT:

UPDATE ON STAFF RESPONSE TO THE OFFICE OF THE INSPECTOR GENERALS AUDIT OF U.S. NUCLEAR REGULATORY COMMISSIONS TRAINING SELECTION PROCESS FOR AGREEMENT STATE PERSONNEL (OIG-19-A-11)

On May 21, 2019, staff responded to the Office of the Inspector Generals (OIG) Audit of NRCs Training Selection Process for Agreement State Personnel, dated April 30, 2019, and agreed with the recommendation. In the OIGs July 23, 2019, memorandum to the Executive Director for Operations, the OIG determined that the staffs proposed action would resolve the recommendation. The staff provided a status update on November 25, 2019, indicating it had initiated the revisions to SA-600, Training Selection Process and Criteria for Agreement State Personnel, with a target completion date of March 2020. This memorandum provides an update on the staffs planned action.

Recommendation:

Update SA-600, Training Selection Process and Criteria for Agreement State Personnel, to more accurately reflect the training selection process and the roles and responsibilities of the U.S. Nuclear Regulatory Commission parties involved.

Current Status Staff has developed a draft SA-600 to more accurately reflect the training selection process and the roles and responsibilities of the parties involved. While the roles and responsibilities are defined in the draft SA-600, the process aspect for registering Agreement State personnel to online training courses is being finalized to better accommodate the increasing number of training courses being offered online, therefore the schedule has been adjusted from the original projected completion of March 2020.

CONTACT: Karen N. Meyer, NMSS/MSST 301-415-0113

B. Baker 2 Next Steps Issue the draft SA-600 for public comment, resolve comments, and complete the revision of SA-600.

Target date for completion August 2020.
