J' 7590-01 UNITED STATES NUCLEAR REGULATORY COMISSION DOCKET NO. 50-255 CONSUMERS POWER COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO PROVISIONAL OPERATING LICENSE The U. S. Nuclear Regulatory Comission (the Comission) has issued Amendnent No. 46 to Provisional Goerating License No. DPR-20, issued to Consumers Power comoany (the licensee), which revised the Technical Soecifications for operation of the Palisades Plant (the facility) located in Covert Township, Va'n Buren County, Michigan.
The amendment is effective as of its date of issuance.
The amendment changes certain provisions in Section 6 of the Technical Specifications to reflect an organizational structure which conforms to the guidance of ANSI N18.7-1976 and to allow more efficient operation of the facility.
The application for the amendment complies with the sta idards and requirements of the Atunic Energy Act of 1954, as amended (the Act), and the Comission's rules and regulations. The Commission has made appropriate findings as required by the Act and the Comission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.
Prior public notice of this action was not required since the amendment does not involve a significant hazards consideration.

The Comission ha's detennined that the issuance of this amendment
- will not result in any significant environmental impact and that pursuant to 10 CFR 551.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.
For further details with respect to this action, see (1) the application for amendment dated December 27, 1978, and supplement thereto dated January 12,1979, and (2) Amendment No.46 to License No. DPR-20, including the Commission's Evaluation contained in the letter of transmittal.
