Dear Mr. Reid:
This letter is to document the January 16, 1979 discussion between our Mr. F. R. Miller and Mr. Guy Vissing, NRC Licensing Project Manager, about the requested change to Davis-Besse Nuclear Power Station Unit 1 Technical Specification 4.5.2.b on ECCS venting periodicity submitted to you on October 23, 1978.
The three high pressure injection lines not connected to the reactor coolant makeup syttem were vented the weekend of January 13, 1979, after approxima.ely two years of operation. No air or gas was observed leaving the lines during the venting and r% lines were fo,und full of water.
In this two year period the high pressere injection system was not drained and was called on and activated twice.
Containment isolation valves that are required to be closed during I 3CA conditions are leak rete checked every 18 months.
Because these liaes in question are required to be operational for LOCA, the associated valves are to be open and are, therefore, not required to provide a containment isolation function or be leak rate checked.
