Dear Administrative Judges:

Though not specifically provided for in the Board's schedule, we ask that you consider the following revision to the first sentence of paragraph 23 of the NRC Staff's Proposed Supplemental Initial Decision. While the Staff's change to Applicant's proposed paragraph 23 is relatively minor, a further review of the record facts underlying the recertification program for quality control inspectors at the Byron site suggests that the following two sentences more accurately describe that situation:

23. In response to noncompliance 82-05-19 and comments in the cover letter to the CAT Inspection Report (App.

Ex. 8), CECO initiated a recertification program between June and September, 1982 for quality control inspectors then conducting inspections at Byron and made necessary revisions to site contractors' QC inspector certification procedures. The recertifications were in compliance with CECO's commitment to Regulatory Guide 1.58 which invokes and supplements ANSI N45.2.6-1978.
