Dear Mr. Denton:
Enclosed for filing with the Commission is Amendment No. 71 to the License Application of Philadelphia Electric Company in the above captioned matter. This Amendment makes changes to the Final Safety Analysis Report as a result of discussicns with several Branches of the NRC Staff and to accurately reflect the Limerick design and makes changes to the Design Assessment Report for consistency with the FSAR and to respond to a request from the Mechanical Engineering Branch.

The filing consists of three originals and nineteen copies of Amendment No. 71 to the License Application, fifty copies of Revision 36 to the Final Safety Analysis Report and 40 copies of Revision 10 to the Design Assessment Report.
There are also transmitted herewith 41 copies of Revision 20 to the Environmental Report - Operating License Stage which makes chan ;s to reflect o
information from the 1980 (population) census and to revise the name of a review committee.
