O SEP 2 5 in MEMORANDUM FOR: Edward L. Jordan Director, Division of Emergency Preparedness and Engineering Response Office of Inspection and Enforcement sion FROM:
Richard. Krimm Assistant Associate Director Office of Natural and Technological Hazards Programs
SUBJECT:
Exercise Reports for the July 25, 1984, Exercise of the Offsite Radiological Emergency Preparedness Plans for the Limerick Generating Station l
Attached is a copy of the exercise report for the July 25, 1984, joint exercise of the offsite radiological emergency preparedness plans for the Limerick Generating Station. The State of Pennsylvania, the Counties of Montgomery, Chester, and Berks, and 34 municipalities participated in the exercise. This exercise report dated September 19, 1984, was prepared by the Federal Emergency Management Agency (FEMA) Region III staff.
The FEMA Region III exercise report identifies five Category A deficiencies.
Three of these deficiencies relate to planning deficiencies cited in the plan review finding on the Pennsylvania and local plans site-specific to Limerick which wa., transmitted to you on May 8, 1984, and was followed by the Regional Assistance Committee's Informal Evaluation of May 25, 1984. The two remaining deficiencies are related to preparedness.
Based on the results of-this exercise, offsite radiological emergency preparedness is not adequate to provide reasonable assurance that the public health and safety can be protected in the event of an accident at the Limerick Generating Station.
The State of Feirsylvania is currently addressing the plan deficiencies and the Region III staff is presently reviewing the schedule of corrective actions as a result of the July 25, 1984, exercise.
You will be provided a copy of the State's corrective ac+, ions as soon as we have had an opportunity to review and analyze the schedule.
