.In accordance with 10 CFR-50.90, we are enclosing a. requested amendment to licenres DPR-77 and DPR-79 to change the TSs of SQN Units 1 and 2.

'The proposed change revises. Specification 6.2.3.4 to reflect a current i

restructuring within TVA's Nuclear Power organization. This is an

, administrative change that specifically addresses Independent Safety l Engineering (ISE) with regard to the. title of the manager to whom ISE l

reports.

As part of a previous . organizational change in September 1991, WA brought the corporate Nuclear Experience Review function into the Nuclear Managers Review Group (NMRG). At that time, WA changed the name of the P group from NMRG to Nuclear Reviews to more accurately reflect the expanded organizational responsibilities. That change did.not impact ISE because the samel reporting relationships were maintained. -It was plenned-to update the title in a subsequent TS revision.

'A further organization cht.nge has been made that affects the reportin'g L: relationship of_ Nuclear Reviews. To provide a sharper focus on oversight activities, we have combined the two major oversight functions, Nuclear Quality Assurance and Nuclear Reviews,-in ainew organization--Nuclear

U.S. Nuclear Regulatory Commission Page 2 May.28, 1992-technically-oriented corporate manager not in the management chain for power-production and not an integral part of the quality assurance organization. This organization change was described in the most recent update to the TVA Organization Topical Report submitted'to NRC on April 17, 1992.

Also, we~are proposing to make other minor changes to Section 6.0 of the TS. The' proposed changes to Specifications 6.3.1 and 6.4.1 are to conform to current _ regulatory guidance on staff training and qualifications. Proposed changes to Specifications 6.5.1.2 and 6.10.21 are minor administrativo changes.to be consistent with TVA's current

. nomenclature and organizational structure.

The proposed TS change is identified in Enclosura 1. The justification for the_ proposed TS change it provided in Enclosure 2.

A proposed determination of.no significant hazards consideration performed pursuant to_10 CFR 50.92 is provided in Enclosure 3.
