Revision 27A to the FNP Security Plan Ladies and Gentlemen:
In accordance with 10 CFR 50.54(p), Southern Nuclear Operating Company submits Revision 27A to the FNP Security Plan. In accordance with 10 CFR 50.4(b)(4), the signed original and three copies are being sent to the Document Control Desk, and two copies are being sent to the appropriate Regional Office.
On September 7,1995, the NRC issued the final rule for Changes To Nuclear Power Plant Security Requirements Associated With Containment Access Control. Per the rule change, the deletion of this requirement decreases the regulatory burden for nuclear power plants without degradation of physical security, and without compromising the physical protection oflicensed activities against radiological sabotage. Southern Nuclear has reviewed the deletion of posting a guard at the entrance to containment during periods of frequent access and determined that it does not decrease the safeguards effectiveness of the FNP Security Plan. Therefore, by the authority of 10 CFR 50.54(p), to support the Unit 1 Refueling Outage that started on September 16,1995, Revision 27A made changes to the FNP Security Plan associated with containment access control during times of frequent access.
Please note that the information contained in Attachment 1 is safeguards information, and should be withheld from public disclosure in accordance with 10 CFR 73.21.
