Dear Mr. Crutchfield:
i Enclosed is a copy of the final exercise report for the December 6, 1994, full-participation plume exposure pathway exercise of the offsite radiological emergency response plans site-specific to the Point Beach Nuclear Power Station.
The State of Wisconsin and Manitowoc and Kewaunee Counties participated in this exercise. The i
Wisconsin Electric Power Company also - participated.
The final exercise report was prepared by the Federal Emergency Management Agency (FEMA) Region V staff.
A copy of this report will be provided.to the State of Wisconsin by the FEMA Region V staff.
l There were two Deficiencies identified during the December 6,1994, exercise.
The State of Wisconsin was cited for both Deficiencies, under. Objective 7, for failure to make a timely Protective Action Recommendation and Objective 9,
for failure to make a timely Protective Action Decision.
The State successfully demonstrated 3
these objectives during the April 26, 1995, Zion Nuclear Power j
Station biennial offsite exercise.
.There were also 13 Areas Requiring Corrective Action (ARCAs) identified during the exercise.
Seven ARCAs were corrected during the Zion Nuclear Power Station biennial offsite exercise, and the l
results are included in the enclosed report.

provide reasonable'. assurance that a ppropriate measures can be taken 4
, offsite to protect the health and s 2fety of the public in the event of a radiological emergency at the site.
Therefore, the Title 44 CFR, -Part 350, approval of the cffsite radiological emergency i
i response plans and preparedners for the State of Wisconsin and the local jurisdictions, site-specific to the Point Beach Nuclear Power i
Station, granted on June 14, 1985, will remain in effect.
