m OFFICE OF THE SECRETARY WASHINGTON, D.C.

20240 E 84/1012 SEP 14 1984 Director, Division of Licensing U.S. Nuclear Regulatory Commission Washington, D.C. 20555

Dear Sir:

The Department of the Interior has reviewed the draft environmentalimpact statement

- related to the operation of Millstone Nuclear Power Station, Unit 3,(OLS) New London County, Connecticut, and has the following comment.

Some of the herbicides under consideration for maintenance of the transmission line right-of-way are readily leached from soils (Weed Science Society of America,1983, Ilarbicide han&ook: Champaign, Illinois, p.133,154, 380, 469). We suggest that the final environmental impact statement should address the potential for ground-water impacts from the herbicides and any appropriate mitigation.

We hope these comments will be helpful to you in the preparation of a final statement.

Sincerely,

' f t y f/Hf andhard, Director B e Environmental Project Review t
