Dear Mr. Galer:

b We have reviewed the schedule for completion of the Independent Design Review (IDR) for the Clinton Power Station in light of the changes in scope made in the process of obtaining the recent approval of the Program Plan. Without altering the scope technical content or level of detail of the approved Plan, we propose Implementation as described below, o

" draft" Report, we would plan to receive coments frec Illinois Power campany (IP), the Nuclear Regulatory Comission (NRC) and the public on l;.

the Final Report and to respond to such caments promptly.. The response will include, if necessary, ira le that we be able to cmilete suchsu piements and/or rev Report. We think it is des ll response by January 15, 1985. Accordingly, we suggest t1at a public li stating be held on the Final Report approxir.ately two weeks after it is l :'

1ssued, and that any Written coments be submitted to us within a week after the public meeting.

i-In order that IP, the HRC and the puhlic be able to review the Final i;

Report prcmptly, M recommend an ir. proved mechanism for making available information concerning the progress of the 10R. Instead of the single interim report contemplated by the Prograin Plan, we plan to provide three interim reports at approximately monthly intervals beginning October 1, R-1984.

report will contain a narrative description of the status of each of the

'li discrete tasks being performed and Appendices A and B will contain 1;

detailed infomation as to the results of the IDR effort to data, i.e., a ll summary of all Potential Observation Reports and copies of each

_ Observation Report and resolution thereof. The basic purpose of these interim reports will be to provide meaningful information, while the IDR j
