Radiological Emergency Response Plan (RERP) Review The information attached to your draft School Radiological Emergency Response Plan (RERP) for Incidents at the Limerick Generating Station should be reviewed and updated each school year to ensure the infor-mation is current.
In order to ccmplete a review and update, I would request that you
. review the attachments of your current Draft RERP, update the infor-mation for school year 1984-85, and hold the revised copies for my pick-up in September. This revised information will then be included in subsequent drafts of the RERP.
As you review the Attachments, please include work and home addresses and telephone numbers for staff indicated. The County Energency Management Agency will need this information as they complete th ir County RERP. This information will be maintained as confidentian.
I will call you early in September after the school year begins, to schedule a review meeting. At this meeting, we can review any addi-tional revisions that you desire to the RERP procedures. During August and early September, County EMA and Energy Consultants are meeting with schoci districts to review district RERP's. By the mid-die of September, we should have the district information necessary to complete your draft RERP.

To simulate a radiation medical emergency for the purpose of exercising the emergency medical. response at Limerick Generating Station
.and Pottstown Memorial Medical Center. The basic objective was to assess the ability of the hospital staff to respond effectively to a radiation medical emergency and test their capability to handle injured and contaminated patients.
SCENARIO:
An assistant plant operator who was dispatched for routine
. inspection in the radwaste enclosure is found unconscious lying in a puddle that appears to be leakage from the fuel pool holding pump (00P340).
He sustained a head laceration and was transported to Pottstown Memorial Medical Center for treatment and decontamination.

COMMENTS AND RECOMMENDATIONS 1.
Because of the proximity of the plant to the hospital, preparation 4
of the Radiation Emergency Area should begin'as soon Es possible after the initial notification call.
2.
The decontamination table was correctly hooked up to.the waste water
{
collection system. However, the table was not anchored to the
~
treatment table.
3.
-The REA physician. suggested the use of a blackboard in the decontamination room. Since a blackboard is not a permanent record, we recommend that all pertinent information be recorded on the patient's chart.
4.
Skin swipes were.not available in the sample taking kit. These will be provided by RMC.

Security was correctly posted to direct the ambulance to the correct entrance and keep unauthorized personnel and vehicles out of the.

Dosimetry was not available at this time.
" Imitation dosimeters" were substituted-for this exercise.

A second health physics technician did not accompany the patient to the hospit'a1.
He arrived'approximately 30 minutes later.
8.
The plant health physics technician provided guidance and direction to attending personnel. He correctly donned protective clothing before entering the treatment room.

The patient's clothes were removed prior to transport to the
' hospital.-
- 10. -During' sampling and surveying units were stated clearly and precisely.
11.
Survey results were documented excellently.
12.
Samples.were correctly obtained and labeled and included nasal, ears, oral, skin, hair, nails, blood, and CBC.
13.
During the decontamination process, attending personnel should wash their gloved hands or change gloves frequently to provent the spread of contamination.
114.. Wound irrigation was performed properly.
The attendants correctly covered adjacent.(uncontaminated) body parts.
15.- To insure contamination control the nurses aide should not handle cisan Hecculite, drapes, clean gurney, etc. during transfer.
SUMMARY
The Pottstown Memorial Hospital staff accomplishea the objectives of the drill, that'is, they recognir.ed the correct prioritiels for the treatment of an injured and contaminated patient by:
(1) attending to the patient's medical needs without"beid's distracted by the.
contamination; and (s) decontaminated the patient while controlling the contamination to.the Radiation Emergency Area.
Eospital personnel exhibited understanding of the principles and procedures necessary.for treating contaminated / injured' patients. Plant
~ health physics personnel were familiar with hospital procedures and interfaced confidently and efficiently with hospital personnel.
