Planning for your "special" facility is being handled by the municipal and county emergency management agencies. I suggested a meeting so that the plans, which continue to be developed, could accurately reflect your needs.

However, since you state in your letter that you and the Camphill Special School see ". . . no reason to invest its time and manpower in a vigorous planning process at this time," I am forwarding copies of your letter to the municipality and county.

Dear Mr. Tamanini:

c I am in receipt of your letter of August 8, 1984. I was surprised to learn that you are inviting us again to a planning session. On the telephone we only spoke about possible training sessions. In the past you have referred me to our township emergency coordinator and the Chester County DES for planning. Well, this whole thing is full of surprise!

Before we can consider scheduling a planning session, there is still a matter which needs to be addressed. I have mentioned this in previous letters but still have not received a response. Since the Limerick generating station is not in operation at this time (nor is it confirmed if and when it will open), no danger exists for which planning is necessary.

Therefore, our school sees no reason to invest its time and manpower in a vigoroas planning process at this time. In is our understanding that the drawing up of plans at this time is of interest to PZCO. That's why your firm is being paid by PECO. What will PECO pay our' staff to engage in a planning process for radiological emergencies in case Limerick opens?

I was very sorry to hear of your decision not to participate in the drill on July 25, 1984 which was actually a test of our plans anu our ability to respond to an incident at the Limerick Generating Station.

I'm happy to be able to tell you that the exercise ran very smoothly.

Our people performed well, their respor.ses were appropriate and timely, and we auw.plished our objectives in an efficient and professional manner. The observers and evaluaters, who were with us constantly, cm plimented everyone on their spirit and the way in which they got involved and did their job.

I'm sure their forrral reports, due the end of this month and next, will re-flect these same observations.

I want to reiterate to you that this office and our consultants, ECI, stand ready to offer you any assistance you feel will better prepare you and your township to respond to an incident at Limerick, or any other emergency that may befall you. We'd be happy to review your whole basic plan; its intent, tranpower requirements, equiptent needs, cenTaunications flow with us and others, and any other problers you forsee. We also offer training for your Operations Center people, ccrmunications personnel, police, firenan, and any other response groups you may designate. Working together, I'm sure we can overecne any existing problems and provide you an assured capability to meet your needs.*

I'm looking forward to hearing frce you and meeting with you to discuss our future plan of action.
