This letter is being written pursuant to our discussions of August 24, 1984 at your office concerning various licensing issues related to the suspension of work for the completion of the Midland Energy Center. The following list those activities followed by a specific request:

1.

Reference 1 directed Consumers Power Company to implcrent its Construction Completion Program and to implement it under the cognizance of a Construc-tion Imp i.e.nentation Overviewer (CIO).

It is requested that these require-ments be deferred until such time, if ever, as the project is restarted.

2.. Reference 2 directed Consumers Power Company to conduct a Third Party Management Appraisal. ~It is requested that this requirement be deferred until such time, if ever, as the project is restarted.

3.

Reference 3 approved the use of a third party overviewer for the Soils Remedial Construction. It is requested that Consumers Power Company be allowed to defer its commitment to utilize a Soils Third Party Overviewer until such time, if ever, as the project is restarted.

2 A Quality Assurance Plan addressing shutdown quality-related activities will be submitted to NRC for approval. The Company will inform the NRC of any material change in the status of the Midland Project.
