Glen Ellyn, Illinois 60137 ME M Dear Mr. Keppler l This letter and its attachment are being submitted by Toledo Edison Company (TED) to inform you of the status of our Performance Enhancement Program (PEP).

As you are aware. TED began planning and designing the PEP during Inte l November, 1983 and has initiated an appron:h that integrates a compre-hensive interim action program with a three phased performance enhancement program. Our interim action program was formally initiated during January 1984 and is still in progress. Phase 1 of the PEP was initiated in March and completed on April 10, 1984. Phase 11 of PEP began in mid May and was recently completed on July 13. Attachment I contains a comprehensive discussion of the background, objectiven and design of our project; the actual activities conducted during Phases I and II and the results obtained from those activities, j 1

I trust you will find the attachment informative. As should be apparent from them TED has made a very significant commitment to enhancing performance of our nucient related activities. Most importantly, we are striving to assure that our actions resolve root cause problems and that the solutions are accepted as part of a improved performanco culture.

We are currently initiating Phase III of PEP which will primarily involve the implomentation of Action Plans developed during the prior two phases. A discussion of the activities to be performed during Phase III is included in Attachment 1. As discussed during our July 13, 1984 meeting, once the Action Plans are finalized and approved for implement-ation, we will be developing an integrated implementation schedule. This scheduto will realistically reflect our ability to implement plans anu our expectations of the porformance improvements to be achieved from the plans.
