Beaver Valley Power Station. - IJnit No. 2 Docket No. 50-412 Technical Specifications Gentlemen:

Duquesne Light Company (DLC), acting on its own behalf and as an agent for The Cleveland Electric Illuminating Company, Ohio Edison Company, and The Toledo Edison Company, is filing herewith three (3) signed origi-nals plus six (6) copies of the proposed Technical Specifications for the Beaver Valley Power Station Unit No. 2,in accordance with 10CFR50.36.

The proposed Technical Specifications have been derived from the analyses and evaluations included in the Final Safety Analysis Report, and amendments thereto, submitted pursuant to 10CFR50.34. The proposed Techni-cal Specifications have been modeled af ter the currently approved Technical Specifications for Beaver Valley Power Station Unit No.1. This development action is consistent with the policies stated by DLC at the initial project management meeting held in Bethesda on August 31, 1982, and is in accor-dance with the information provided to Mr.

Knighton of the Nuclear Regulatory Commission in a meeting in Betheida, MD, on August 8, 1984.

Since the startup program for Beaver Valley Power Station Unit No.

2 including much of its procedure development, scheduling, and testing is dependent upon the extent and scope of the Technical Speci fications,

Nuclear Regulatory Commission is requested to evaluate and comment within 30 days on the overall development and formal modeling philosophy for the proposed Technical Specifications.

DLC recognizes that individual Technical Specification requirements can only be finalized af ter resolution of any Safety Evaluation Report open items and that a detailed reviaw of the proposed Technical Specifications will be nect.ssary.

DLC is anxious to support this review.

Therefore, please also provide a schedule within 90 days for the review of the Technical Specifications so that support requirements may be planned.
