180-Day Response to Generic Letter 95-07 Gentlemen:

North Atlantic Energy Service Corporation (North Atlantic) committed in letter NYN-95080,

[ Reference (c)] to complete, within 180-days of issuance of GL 95-07 or February 13,1996, the actions required to address the guidance provided in Attachment 1 of Generic Letter (GL) 95-07, [ Reference (b)].

Attachment I to GL 95-07 requests that utilities take the following actions:

1. Evaluate the oper:tional configurations of safety related power-operated (i.e., motor-operated, air-operated, and hydraulically operated) gate valves in their plants to identify valves that are susceptible to pressure locking or thermal binding;
2. Perform further analyses as appropriate and take needed corrective actions to ensure that the susceptible valves identified in Action 1 above, are capable of performing their intended safety functions under all modes of plant operations, including test configuration.

Enclosed is the North Atlantic response to Generic Letter 95-07. North Atlantic has completed the necessary actions as documented in Engineering Evaluation 95-07 to comply with the requirements of Generic Letter 95-07.
